Urodził się w Newark, New Jersey. Naukę rozpoczął w szkole publicznej w Nowym Jorku. Stopień bakałarza sztuk uzyskał w Brooklyn College. Trzy lata w służbie wojskowej. Stopień magistra sztuki i doktorat z filozofii uzyskał na Uniwersytecie w Nowym Jorku. W latach 1964-1989 profesor historii w Bronx Community College, City University w Nowym Jorku. Obecnie na emeryturze. Profesor historii i dziekan Seminarium Duchownego im. Savonaroli.
   W swych licznych publikacjach podejmował tematy związane z emigracją Polaków do USA oraz historią Polskiego Narodowego Kościoła Katolickiego. W roku 1967 opublikował pracę doktorską pt. A Polish Chapter in Cvil War America ( Polski rozdział w amerykańskiej wojnie domowej ). W ramach wymiany stypendialnej wielokrotnie przebywał w Polsce, ostatnio w roku 1993, na zaproszenie Polskiej Akademii Nauk.
   Joseph W. Wieczerzak jest przewodniczącym Komisji Historii i Archiwum Polskiego Narodowego Kościoła Katolickiego oraz wydawcą roczników PNCC History (Historia PNKK) i Polish Review (Przeglądu Polskiego).
